North Branch Construction, Inc. was the low bidder out of 8 bids received by the owner (invited bid list), but the project was still approximately $50,000 over budget. After value-engineering was performed by the construction team, the project was brought within the budget and North Branch Construction entered into an agreement on November 26, 1996. The Cutter-Wiggins Cottage for emotionally, physically and sexually traumatized children is a unique, first of its kind rehabilitation/housing center. The facility includes therapy and examination rooms, administrative and business offices, dormitory rooms complete with kitchen and living areas as well as a family reunification wing. The 8,000 sq. ft. 1 1/2 story, cape style, wood frame building features a cedar shingle exterior at the main facade of the building. The building consists of 4 wings: two wings make up the dormitory area; there is a family reunification wing and another wing houses the administrative and business offices. Construction began in November, 1997 and continued throughout the winter months. Substantial completion was achieved in May 1997 David H.
